When we are extending our serviceable area, it can take some time. We are running brand new fiber mainline, cabinets, huts, and network electronics to bring fiber to our rural subscribers.
It is likely what you are seeing is mainline fiber being ran as we progress through an area. The fiber is currently "dark", meaning that no signal is being transmitted. After the completing the mainline we will begin the installation process.
