Bringing a Fiber Optics Network to areas of the Piedmont Region of Central Virginia
FCC Broadband Disclosure
The FCC requires all Internet Service Providers (ISP’s) to submit a disclosure including accurate information regarding ISP network management practices. The Orange County Broadband Authority’s (FiberLync’s) network management practices are published to our website and are described below.
Network Management Practices

Blocking.  FiberLync does not block or otherwise prevent end user access to lawful content, applications, service, or non-harmful devices.

Throttling.  FiberLync does not degrade or impair access to lawful Internet traffic on the basis of content, application, service, user, or use of a non-harmful device.

Affiliated Prioritization.  FiberLync does not favor some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, to benefit an affiliate.

Paid Prioritization.  FiberLync does not implement any practice that directly or indirectly favors some traffic over other traffic, including through use of techniques such as traffic shaping, prioritization, or resource reservation, in exchange for consideration, monetary or otherwise.

Congestion Management.  FiberLync monitors network connections and overall bandwidth usage and may take actions to increase capacity or employ necessary traffic management techniques to mitigate congestion. FiberLync does not favor some traffic over other traffic in implementing congestion mitigation practices. FiberLync does not impose usage limits on end users. Techniques and technologies used may change as our network continues to develop.

Application-Specific Behavior.  FiberLync does not block or rate-control specific protocols or protocol ports, modify protocol fields in ways not prescribed by the protocol standard, or otherwise inhibit or favor certain applications or classes of applications unless otherwise stated or required.

Device Attachment Rules.  FiberLync requires the use of an Optical Network Terminal (ONT) provided by us. End users may opt to use third party home routers that are compatible with their chosen plan’s speed.

Security.  FiberLync implements reasonable security practices within its network. FiberLync does not block any specific protocols or ports, except in protecting our network from malware, denial-of-service or other malicious attacks. Additional conditions may be seen within our Acceptable Use Policy.
Performance Characteristics

Service Description.  FiberLync is a Fiber to the Home (FTTH) provider, and all packages support real-time applications. FiberLync’s subscriber Services packages offer a range of download and upload speeds designed to match the bandwidth needs for most families. The subscriber packages are generally denoted by a name, and by two numbers that identify the speed range available with that package as measured at the ONT (the device inside the premise where the fiber signal terminates). The subscriber package speed range represents the nominal speed available with that package, but is not a guarantee of the minimum speed you will receive. The Service package you choose should be based on the use, needs, and number of devices in the household or business. Some uses that involve high bandwidth, such as streaming video or video conferencing in a high device count environment, need to be accounted for in the Services package selection. Speed measured at the Router at a point in time will depend on a multitude of factors, including: the capacity or performance of your computer or other device as well as the aggregate demand on the network at that time.

Impact of Non-Broadband Internet Access Service Data Services.  FiberLync does not provide Non-Broadband Internet Access Services Data Services.

Price.  FiberLync offers multiple service packages at different prices corresponding with speed. These can be found on our website under Residential Packages and Business Packages and may be subject to change.
